| В статті досліджується проблема територіальної громади. Метою філософського осмислення територіальної громади в статті виступає визначення основних напрямів та принципів переформування територіальних громад в Україні. Відповідно завданнями дослідження є: – висвітлення суттєвих характеристик територіальної громади; – аналіз основних напрямів реформування територіальної громади та практики впровадження інновацій у цій сфері в українському суспільстві. Дається аналіз сутності територіальної громади, факторів її виникнення, з’ясовуються атрибути та перспективи її змін в Україні. Висвітлено проблеми об’єднання територіальних громад в Україні, акцентується увага на перспективах модернізації територіальних громад. Аналіз функцій територіальної громади пов’язується з процесами децентралізації в Україні та розглядом проблем у становленні нового адміністративно-територіального устрою в Україні. | The article explores the problem of the territorial community. Philosophical understanding of a social object involves explaining his being with a person, his interests and values. It provides coverage of the essential characteristics, the main stages of formation, features and trends of development. The purpose of the philosophical understanding of the territorial community in the article is to identify the main directions and principles of the transformation of territorial communities in Ukraine. Accordingly, the tasks of the study are: - coverage of the essential characteristics of the territorial community; - analysis of the main directions of reforming the territorial community and the practice of introducing innovations in this field in Ukrainian society. The emergence of man in a certain territory in eastern Africa about 2.5 million years ago (according to the most common opinion) indicates the emergence and territorial community, in which people were united by a certain territory, blood relations, activities to ensure the kind of life products (hunting and collecting nature resources), community survival organization, including wildlife protection, fire support, etc. The analysis of the nature of the territorial community, its factors of origin, the attributes and prospects of its change in Ukraine are given. The problems of unification of territorial communities in Ukraine are highlighted, attention is paid to features of regional modernization of territorial communities. The analysis of territorial community functions is related to the processes of decentralization in Ukraine and the consideration of contradictions in the division of powers between them. Territorial community accompanies the development of society a significant period of human history. In Ukraine, there is a reformation of social reality, which is reflected the problems in the formation of a new administrative-territorial arrange in Ukraine. |
