АНОТАЦІЯSUMMARY
У статті розкриваються основні протиріччя між існуючими особливостями української державно-олігархічної системи і стратегічними планами кардинального удосконалення української державності, що потребує визначення принципового ставлення до олігархії як феномена, пошуків найбільш оптимальних механізмів її залучення до суспільно-реформаційних перетворень в Україні, а також аналізу реальних можливостей позитивних наслідків деолігархизації в найбільш важливих сферах суспільного життя.Summary
In the article some aspects of ideology and practice of deoligarchization, as an important part of system reformation in Ukraine are presented. The problem consists in abstract perception of phenomenon and concept of "oligarchy". The author shows substantial features of the oligarchy as a form of state administration, that in spite of some positive features, during all history demonstrated the desire of boundless riches, thirst for power, contempt to people. In any modifications it has always adhered to the opposite to democracy positions about understanding of freedom, justice, equality, human rights or has supported limited forms of democracy, that can be observed in Ukraine now.
The oligarchy in Ukraine presents the continuation, development and transference on the higher level of the clan model government of public organization.
The clan-oligarchic system is the destructive for the state system, as first and foremost for it is not state interests, but the interests of clan or clan-group which often express interests of regional elites, that, as the Ukrainian realities testify, can feed the ideas of separatism or federalisation.
The oligarchy is always oriented on the monopolization of all spheres of public life. The gravitation to monopolization of economic space does not assist the cultivation of creative economic ideas, hinders the process of forming of market relations, small and midsize business, hinders determination of progressive model of the Ukrainian economic system. Economic power of oligarchs is based on their political connections, the closeness to the ruling circles, the possibility to provide especially favourable conditions for doing business to themselves at the level of adoption of state decisions. In turn, consolidation of power and business creates unlimited possibilities for the excessive strengthening of corruption in the state. The corruption even has transformed into the mechanism of state administration.
The specificity of the Ukrainian oligarchy is its genetic connection with the soviet social and political system and criminality, maintenance of close contacts with the financial, industrial and political structures of Russia. Structurally it is heterogeneous and inconsistent in the national-patriotic orientation, traditionally it does not represent national component of Ukrainian social-political movement, and state interests have usually yielded to the personal benefits. Therefore it is possible to assert that the oligarchy has come forward and comes forward now as a hinder factor of the development of the Ukrainian state and political nation.
It can be claimed that the invasion of the Russian troops to the Crimea with following annexation of it and military conflict in Donbas was connected with the certain Ukrainian oligarchic circles which long ago have been closely intertwined in the clan-oligarchic system of Russia. It has become the result of coincidence of ancient geopolitical interests of Russia in as to Ukraine from the side of the Putin`s regime and of interests of any Ukrainian clan-oligarchic structures, which by such method tried to save thier political and economic influence on these regions and the whole country after events on Maydan in 2013-2014. Modern events in the Crimea and Donbas prove the ability of the certain Ukrainian oligarchic clans to use a military conflict as a mean of achievement of there own economic and political interests.
All this exposes contradiction between the essential features of the Ukrainian oligarchy and aspiration to cardinal improvement of the Ukrainian state system.
Consequently it is necessary to determine the fundamental attitude toward an oligarchy and to search the most optimal mechanisms of its involvement in the socio-reformatory transformations in Ukraine, and also demonstration of the real possibilities of positive consequences of deoligarchization in the most essential spheres of reorganization of the public life.
