| У статті дається аналіз чинників, які можуть сприяти формуванню громадянським суспільством нової політичної еліти України, яка б відповідала атрибутивним характеристикам політичних еліт. Під основною атрибутивною характеристикою останніх розуміється їх духовність, тобто керованість у своїх діях не власними інтересами всупереч інтересам інших, а спрямованістю на принесення максимальної користі тим, ким ці еліти керують. Виходячи з сучасних українських реалій робиться висновок, що в Україні йде процес формування громадянського суспільства, яке здатне породити нову політичну еліту і водночас нову Систему, що являтиме собою реальну форму демократії участі та новий етап світової історії. Філософським обґрунтуванням закономірності переходу до цього нового етапу є подальший розвиток філософії духу Г. Гегеля, згідно якій правова держава є проявом об’єктивного духу та основним атрибутом етапу світової історії, названого філософом германським світом. Відповідно до цього існує можливість переходу держави до стадії абсолютного духу, коли моральна поведінка перестає бути наслідком «відчуженої об’єктивності», стаючи проявом безпосередньої об’єктивної духовності, що знаменує перехід до етапу світової історії, названого нами українським світом. | This article gives the analysis of factors which can promote forming the new political elite of Ukraine by the citizen society in correspondence to political elites’ critical characteristics. The key political elites’ critical characteristic is in their spirituality. This means that such people are aimed to provide maximum benefit to those who they guide, but not their self interests. According to contemporary Ukrainian realities is concluded that “the great number of people were “infected» with a citizen activity on second Maidan». So the process forming the citizen society and simultaneously the new System is going in Ukraine now. The article notices that forming the new political elite in Ukraine may go by another way than in countries with long democratic traditions because our country needs the quick change of the governing elite for saving the country from economic and social catastrophe. The way of forming such new political elite is its immediate birth by the citizen society that will mean the real form of participative democracy and the new stage of world history. The philosophic basis of conformity to natural laws of such transition is the further developing of Hegel’s philosophy of spirit. According to this philosophy a law state is the emanation of objective spirit and the main characteristic of the contemporary stage of world history called by the philosopher the German world. The article assumes that Ukrainian people will become the bearer of world spirit on the next stage of world history. By analogy to previous stages, the new stage is called by author the Ukrainian world. This assumption is based on the fact that in difference with the rational German world the Ukrainian world is hearty. This difference is embodied in difference of their philosophic systems. Ukraine hasn’t such rational and abstract philosophies as the German world has. A philosopher do not means as a man who proclaims some truths but he/she means as one who lives in a truth. In accordance with this fact the ontological essence of the Ukrainian world is the transition a political organization of society to the stage of absolute spirit (which includes only philosophy, religion and art on Hegel’s philosophy), when a moral behavior stops be “the alien objectivity» and becomes the emanation of immediate objective spirituality. For the embodiment of all noticed in this article people who feel in themselves the ability to a political and citizen activity with the aim to promote changes to the best, have their own vision of political, economic and law changes may find each other and unite to the structures of the citizen society. What about philosophers, they may do their contribution to argumentation of these changes. Only this way we may hope that the “re-loading» of our country will occur by the positive mode. |
