| Стаття присвячена визначенню стратегічних принципів оптимізації громадянського суспільства в сучасній Україні. Філософсько-методологічною підставою для оптимізації є запропоноване М. Гайдеґґером розрізнення онтичної та онтологічної складових присутності людини в світі. Стратегічним принципом для оптимізації інститутів громадянського суспільства, на думку автора, є справедливість, яка дозволяє визначити нові способи життя сфер суспільства в їх взаємодії, а також гармонічність (сизигійність) всього способу життя як цілого. Саме справедливість здатна подолати протилежність і забезпечити взаємообумовленість онтичного та онтологічного. Подаються конкретні рекомендації щодо оптимізації інститутів громадянського суспільства в Україні в економічній, політичній, соціальній, духовній сферах. | The article is devoted to the definition of strategic principles of the optimization of civil society in modern Ukraine. The author understands the optimization as a complex of basic tasks, principles and actions, the realization of which will bring the needs and interests of individual members of society in line with the interests of the whole society. Such a complex has the form of a hierarchical system where the basic ideological principles are subordinated to specific tasks. The philosophical and methodological basis for constructing such a system is distinction between ontic and ontological components of human presence in the world, proposed by M. Heidegger. In the opinion of the author, the strategic principles of optimizing civil society institutions are justice, which allows determining the new ways of life of the society spheres in their interaction, and harmony (sizhiness) of the whole lifestyle. Exactly the justice can overcome the contradiction and ensure the interconditionality of the ontical and ontological. It is noted that within the civil society, justice perform functions of a kind of "buffer" between collective and individual interests. It is also noted that the state limits the freedom and interests of a private person to a certain extent, and members of civil society with the need to determine the limits of their non-freedom they agree to accept. Specific recommendations for optimizing the civil society institutions in Ukraine in the economic, political, social, and spiritual fields are presented. In the economic sphere, these measures should promote the development of market relations to the extent that allows people to show their creativity and improve their material condition without violation of the rights of others and enrichment by exploiting others. It is necessary, firstly, to develop an economic mechanism for a more equitable distribution of national wealth by implementing projects such as the creation of a chamber of commerce, family capital, etc.; and secondly, to ensure fair and proportional payment for labour. It is necessary to codify the reasonable difference maximum between the minimum and maximum wages at enterprises of all forms of ownership. In the political sphere, it is necessary to achieve the adoption of the law on equitable representation and the writing of appropriate additions to the article of the Constitution, which states that the source of power is people of the country. Representative government bodies should reflect the interests of the whole society, rather than lobby for the interests of the richest people, leaving aside the interests of those who really create the wealth of the country. The task of separating business from power is essential. In the social sphere, priority areas of activity are ensuring the safe life of citizens, social protection and social security, full free medical assistance, health protection, education, protection of human rights. In the spiritual sphere, civil society is based on the principles of equality and freedom of creativity, on the priority of man and the harmony of the interior and external life, on humanistic values. Optimization of civil society institutes provides increased activity of the population in realizing spiritual needs. Civil society reveals new opportunities for the individual development of each person during the development of society, because the person corresponds the society, and the person realizes oneself as a unique, unrepeatable, and social and natural being. The freedom of an individual is not provided at the expense of the life, activity and freedom of other people, it corresponds with them, as well as with needs of conservation of their own cultural environment and the development of the world community, harmoniously. |
