| . У цій статті мова йде про дослідження найактуальнішої на сьогоднішній день філософської проблеми, а саме: що ж є методологічною основою як державного управління, так і соціального, виробничого, підприємницького управління у справі рішення вагоміших задач розвитку української державності. Далі обґрунтовується думка відносно того, що необхідно здійснювати пошук відповіді на це питання в ціннісній системі прогнозування нової сучасної філософської моделі управління | The article is about of subject of management which may be as social institutions, organizations (including public), labor collectives, and individuals. However, in the end, management decisions are actually made by real individuals which have the appropriate power, which provides a high degree of responsibility. The subject of management must be competent and have a leadership character. As the power of government acts in the form of either 1. coercion (laws), or 2. belief (propaganda), or 3. recognition of authority (faith), or, as is often the case, in the form of 4. combination of both, and the third.High quality information, its completeness, timeliness, efficiency of receipt and processing, as already mentioned, is the a necessary condition to make an effective management decision and in an reasonable control over its implementation for the the subject of management. This condition requires from the subject of a deep and comprehensive knowledge of significant properties, states, trends in the object controlled by him, the conditions of its existence, as well as faith and desire for certain economic results. The society manages not only the team and people, but also the technology of production, location of economic zones, geographical and social specifics of peasant communities, etc. However, the management of the latter is also always mediated by managerial interactions between people. Therefore, effective management is possible only with reasonable control and the decision itself, and its implementation not only from above but also from below. The main task of the management system is to develop and implement management decisions. Here the principle of optimality is important, which means that when making a management decision it is necessary to take into account the maximum possible options for its implementation and choose those that would most fully ensure the achievement of goals. So, the management decision is made by the subject with orientation on object of management, by the help of its needs and interests, and also its real needs and interests, and also its real possibilities and conditions of transformation of these possibilities into actual execution of the decision. Management decisions can claim reality to the extent that they are feasible in principle. If someone knows what decision he must make to do something good, or to prevent something bad, but does not do so, it is called cowardice; if it is large, it is called timidity. Management plan is not only fulfilled "from to till", but creatively concretized and developed, turns into something more than the original plan, influencing the adjustment of the original management position at other levels of management decisions. |
